A new ordinance signed by Mayor Daniel Lurie has paved the way for cannabis cafes to open in San Francisco. One such cafe is set to open on Valencia Street, thanks to the efforts of William Dolan, a real estate advisor and owner of Hyrba, a cannabis dispensary in the Sunset.
Cannabis Cafe Ordinance
The ordinance, introduced by District 8 Supervisor Rafael Mandelman, implements Assembly Bill 1775, a 2024 state law that allows for Amsterdam-style cannabis cafes across California. San Francisco is the first city in the Bay Area to amend its planning code to permit such cafes.
Dolan had been waiting for years to open a cannabis storefront at 560 Valencia St. He filed an application to add a limited restaurant to the storefront in November 2025 and had advocated for the legalization of cannabis cafes with Assemblymember Matt Haney and Mandelman.
Community Impact
The cafe is expected to bring diversity to the business community and occupy an empty storefront. Ron Elder, president of the Valencia Corridor Merchants Association, expressed concerns over indoor smoking and security but hopes the cafe will bring new business to the area.
Dolan plans to hire employees with disabilities and those with previous marijuana convictions. He also promises to prioritize the hiring of local employees and people with disabilities.
