San Antonio City Council Approves First Property‑Tax Increase in 34 Years

San Antonio homeowners will see a higher city property‑tax rate after the City Council approved its first increase in more than three decades on Thursday. The vote, 7‑4, raises the rate from 54.159 cents to 56.288 cents per $100 of taxable value – an increase of almost 4%.

Budget shortfall drives the decision

The council’s action is part of a $4.4 billion two‑year budget designed to close a projected $158 million shortfall through fiscal year 2028. The city says the additional revenue will keep the 2027 budget balanced, though officials stress the funds are intended to address immediate needs rather than long‑term fiscal health.

Impact on homeowners

For the average homeowner with a homestead exemption, the city estimates the change will add about $50 to the annual property‑tax bill. To offset the increase, the city will provide $156.4 million in property‑tax relief through homestead and other exemptions, according to a city memo.

Community reactions

Community member Gylon Jackson expressed mixed feelings. “I’m torn until I hear it’s the first time in 34 years, right?” he said, noting that San Antonio already enjoys the second‑lowest property taxes in the state. Jackson called for greater transparency on how taxpayer dollars are spent.

Another resident, Kevin Northcutt, voiced concern that the increase adds pressure to already stretched household budgets. “People are already squeezed to death,” he said. “We got higher gas, we got higher food. So let’s just squeeze them in a little bit more.” Northcutt worries about families with limited financial flexibility.

Expert perspective

Jon Taylor, a political‑science professor at the University of Texas at San Antonio, said the hike is significant because it is the first rate increase in more than three decades. He emphasized that the additional revenue primarily balances the current budget, but warned that the relief may be short‑lived. “The important thing is, at least for this year, it basically balances the budget,” Taylor said. “The problem is, it’s just for this year.”

Taylor also noted that the increase could affect families on tighter budgets. “Some would say, ‘Oh, $35, even for somebody with limited means is not a big deal.’ It is a big deal. It could impact going to the grocery store, having a meal with your family, maybe even paying a particular bill.” He urged residents to monitor city spending and future budgets for cost‑saving measures.

What comes next

The city’s two‑year budget addresses the projected shortfall through a combination of spending reductions, new and adjusted fees, other revenue sources, and the available property‑tax capacity. Taylor urged citizens to watch whether the city trims services, improves efficiency, or finds additional savings.

For homeowners like Jackson and Northcutt, the debate now moves beyond Thursday’s vote to how the city allocates the new revenue, whether essential services are maintained, and how future budgets will affect household costs.

Effective date

The tax‑rate increase takes effect as part of the newly adopted fiscal year 2027 budget.
