Salem‑Keizer third‑grade literacy scores lag state average, officials explain proficiency standards

When fall arrives in Oregon, school districts receive the latest OSAS (Oregon Student Assessment System) results, and Salem‑Keizer Public Schools is no exception. The district’s third‑grade literacy numbers are well below the state’s already modest average, with only about 24% of students scoring at the highest levels.

What counts as proficiency?

According to Oregon Department of Education Director of Literacy Angelica Cruz, the OSAS rates performance on a four‑point scale. Scores of three or four indicate proficiency in reading, writing, listening, and research, meaning the student meets the state’s language‑arts standards, which largely mirror the Common Core.

Assistant Superintendent Andrea Lockard added that proficiency requires students to read increasingly complex passages, identify main ideas, and support details with evidence. By the end of third grade, students should also be able to write coherent sentences, choose appropriate phrases to complete paragraphs, and infer meaning from text.

Current performance in Salem‑Keizer

In the 2025 assessment, 23.7% of Salem‑Keizer third‑graders earned a score of two, while a striking 51.5% received a score of one. A score of two suggests the child can read but struggles with grade‑level comprehension, often preferring simpler words and shorter sentences. A score of one indicates foundational reading skills are still developing, such as sounding out words and identifying basic ideas.

“It doesn’t mean they can’t read at all,” Cruz emphasized. “Many parents and teachers mistakenly think a low score means the child is illiterate, when in fact it signals a need for targeted support.”

Why third‑grade literacy matters

Literacy experts stress that third grade is a pivotal year. Professor Ronda Fritz, a literacy specialist, explained that research links third‑grade reading proficiency to long‑term outcomes like high‑school graduation and future earnings. “We’ve got to get students proficiently reading by third grade to ensure a positive trajectory for the rest of their lives,” she said.

Beyond reading, third‑grade students are expected to begin learning from texts, using comprehension skills to absorb content in subjects such as science and social studies. While instruction continues beyond third grade, the expectations for independent learning rise sharply at this stage.

How families can respond

Fritz advises parents to view the OSAS score as one data point, not a definitive diagnosis. She recommends contacting schools to discuss available interventions, such as supplemental reading programs, tutoring, or additional assessments to pinpoint specific gaps.

“Take the result as a starting point, then ask the school what supports are available to move your child toward proficiency,” she said.

Looking ahead

The district plans to use the 2025 data to target resources where they are needed most, focusing on early‑grade interventions and professional development for teachers. While the numbers are concerning, officials remain hopeful that coordinated effort and community involvement can raise proficiency rates in the coming years.
