Russia’s Manpower Advantage Waning

Russia’s overwhelming manpower advantage against Ukraine is starting to wane, as the country’s military struggles to recruit new soldiers. The Kremlin has been offering large bonuses, including up to $80,000, to men who sign up to fight in Ukraine. However, despite these incentives, military recruitment was down by 20% in the first quarter of this year compared to 2025.

Recruitment Challenges

Analysts say that Russia’s strategy of relying on its large population to outlast Ukraine in a war of attrition is no longer working. The country’s economy is suffering from a severe labor shortage, with nearly 500,000 Russian soldiers having died in the war and hundreds of thousands more having left the country to avoid being drafted.

The labor shortage is driving up wages and contributing to inflation, making it even harder for the Russian military to recruit new soldiers. The Kremlin has been forced to resort to increasingly desperate measures, including recruiting former prisoners and offering debt relief to those who sign up.

Ukraine’s Advancements

Meanwhile, Ukraine’s military has been making advancements in drone warfare and technology, allowing them to inflict more casualties on Russian forces. Ukrainian President Volodymyr Zelensky has claimed that his forces have captured a Russian position using only drones and robots for the first time, and have conducted over 22,000 unmanned ground missions using robots in just the first three months of 2026.

Experts say that the Russian army has become weaker as it sends larger numbers of former prisoners and untrained soldiers to the front. The Kremlin’s efforts to recruit students for its own expert drone units have been mired in distrust and setbacks, after Russia’s Ministry of Defense committed some drone operators to frontline ground assaults.
