Russia Holds First Duma Vote in Occupied Ukrainian Territories Amid International Condemnation

For the first time since the full‑scale invasion began, Russia’s State Duma election is being conducted in the four Ukrainian regions that Moscow annexed in September 2022. The Kremlin reports more than 3.5 million registered voters in the so‑called “new regions,” and ballots have been cast there since the end of August, extending the national voting period that runs from Friday through Sunday.

Putin frames the vote as a reunification milestone

In a televised address, President Vladimir Putin emphasized the symbolic importance of the ballot, saying residents will be voting “for the first time since their reunification with Russia.” He added that Russian soldiers fighting on the front lines will also cast their votes, portraying the election as a demonstration of national resolve and shared values.

International and Ukrainian officials label the process illegal

Officials in Kyiv have condemned the voting as a blatant violation of international law. A coalition of nine Ukrainian human‑rights groups urged residents of the occupied territories to stay away from the polls, warning that participation could expose them to criminal liability under Ukrainian law.

European Commission spokesperson Christian Wigand described the elections as “sham elections” and reiterated that the European Union will never recognize their results. The United Nations and most Western governments have similarly refused to acknowledge the annexations, which remain unrecognized worldwide.

Reports of coercion and pressure on voters

Human‑rights activists on the ground describe a climate of intimidation. Violeta Artemchuk, coordinator of the Donbas SOS group, said election officials, escorted by Russian troops, visited homes to compel participation. She noted that public‑sector employees have been threatened with dismissal if they do not vote, and that pensions and other social benefits are being made contingent on turnout.

Artemchuk warned that individuals with disabilities or pensioners who rely on state assistance could be labeled “disloyal” and stripped of benefits for refusing to vote. Political analyst Volodymyr Fesenko called the elections “a farce,” adding that holding polls amid ongoing shelling underscores the Kremlin’s disregard for democratic norms.

Voting also continues in Crimea

In addition to the four newly annexed regions, voting is proceeding in Crimea, the Black Sea peninsula seized by Russia in 2014. The inclusion of Crimea further highlights Moscow’s strategy of using electoral processes to legitimize its territorial claims.

What this means for the broader conflict

The election is widely viewed as a propaganda effort aimed at bolstering domestic support for the war and signaling to the international community that Russia maintains control over the occupied areas. By framing the vote as a unifying act, the Kremlin seeks to portray the annexations as permanent and widely accepted, despite ongoing resistance and the lack of genuine civilian consent.

Ukrainian authorities continue to call for international non‑recognition of the vote and for sanctions against individuals and entities facilitating the process. The situation remains volatile, with reports of shelling and civilian displacement persisting across the contested regions.
