Report Finds Chinese Youth Exchange Program Still Operating in U.S. Schools

Defending Education, a nonprofit focused on protecting American education, released a report this week documenting ongoing Chinese involvement in U.S. schools through the Young Envoys Scholarship (YES) program. The report says the program, administered by the China Education Association for International Exchange (CEAIE), invites American students from kindergarten through college to study in China under a charter that explicitly pledges to follow the leadership of the Communist Party of China.

Program scope and participation

The report cites that roughly 83 American universities and 26 K‑12 schools have documented participation in YES. It notes that in November 2023 Chinese President Xi Jinping extended an invitation to 50,000 U.S. students to study in China over the next five years, a promise the program has begun to fulfill.

Specific examples include Muscatine Community School District in Iowa, which sent 24 students and four educators to China in 2024 as guests of China’s minister of education, with all costs covered by the Chinese government. The University of Chicago also dispatched a delegation of 33 student representatives to Beijing that same year.

Concerns raised by Defending Education

Reagan Dugan, director of the Higher Education Initiative at Defending Education, told The Center Square that American families deserve to know when their schools partner with an organization that commits to “adhere to the overall leadership of the Communist Party of China” and to carry out Party activities. Dugan likened the YES program to the now‑closed Confucius Institutes, saying both serve as tools in China’s broader soft‑power strategy aimed at influencing U.S. classrooms.

The report argues that current disclosure requirements for foreign‑funded educational programs are insufficient, leaving parents and students unaware of the political affiliations behind such exchanges. It also points out that U.S. lawmakers have identified CEAIE as part of China’s United Front system, an international influence operation intended to neutralize opposition to Chinese Communist Party policy.

Defending Education connects the YES program to China’s Belt and Road Initiative, describing it as a cultural‑exchange component of a decades‑long global campaign to advance the People’s Republic of China’s political and cultural agenda. The organization notes that CEAIE’s charter explicitly references Marxism‑Leninism and Xi Jinping Thought on Socialism, reinforcing the program’s alignment with Chinese state objectives.

While the report acknowledges that international exchanges can foster cross‑cultural understanding, it cautions that programs tied to foreign governments should be transparent about their goals and funding sources. Dugan emphasized that “disclosure requirements need to catch up” to protect American students and families from undisclosed foreign influence.

The findings add to ongoing debates in Congress and among education policymakers about how to safeguard U.S. schools from foreign interference. Lawmakers may consider tighter reporting rules for overseas study programs and increased scrutiny of partnerships with organizations linked to foreign governments.

For now, the report urges parents, educators, and elected officials to review existing agreements with Chinese entities and to demand full transparency before allowing students to participate in programs like YES.
