Raleigh to Install Fencing at Downtown GoRaleigh Station to Reduce Loitering

Raleigh officials announced Wednesday that a breezeway on Wilmington Street leading to the Moore Square GoRaleigh bus station will be fenced in both directions. Assistant Director of Transportation Het Patel said the city expects the fencing to be installed by Aug. 25, with locked doors for police, private security and GoRaleigh staff.

Why the fencing is being added

The city and Raleigh Police Department have identified the breezeway as a hotspot for loitering that can include alcohol consumption, large groups blocking sidewalks and, in some cases, drug sales. Police have logged 1,580 service calls between Feb. 1 and Aug. 19, including eight aggravated assault reports—one involving a firearm and six involving knives.

Captain Matthew Chestnut explained that the fence will help concentrate police presence inside the GoRaleigh station, where most officers are already deployed, rather than spreading resources thin across the breezeway.

Impact on riders

Some regular riders expressed concern that the fence could limit accessibility, especially for disabled passengers who rely on the breezeway’s easy connection to surrounding streets. “I feel like it would be an inconvenience for disabled people and the people who travel here often,” said bus rider Tysheem Blackman.

City officials acknowledged the concern and said they will monitor the situation after the fence is installed. Patel added that the department is also looking at adding more security personnel and additional cameras around the station and its parking deck when needed.

Transit usage and future plans

GoRaleigh serves roughly 14,000 to 17,000 riders daily with about 65 buses operating in and out of the downtown station. The city’s safety upgrades are part of an ongoing effort to maintain a reliable and secure public‑transit system for residents and visitors alike.

Patel indicated that further safety improvements will be considered based on demand, including possible expansion of security resources and enhanced surveillance equipment.

Community response

Local community groups have voiced both support and caution. Supporters argue that a safer station benefits families, seniors and commuters who depend on public transit. Critics worry that physical barriers could unintentionally create obstacles for those with mobility challenges.

The city plans to hold a public meeting later this month to gather additional feedback and address any accessibility concerns before finalizing the fence design.
