Plano ISD enrollment falls over 2,500 students, prompting budget adjustments

Plano Independent School District disclosed that its total enrollment has slipped to 41,303 students as of Sept. 4, down from 43,838 in October of the prior school year. Deputy Superintendent Johnny Hill presented the numbers to the board of trustees on Sept. 8, noting the district has seen a decline in every grade level since its peak of 55,659 students in 2011‑12.

Grade‑level impacts

The sharpest losses occurred in the fourth and 12th grades, which shed 362 and 327 students respectively. The 11th grade saw a modest decline of 20 students, while the sixth grade was the only level to record growth, adding 17 students compared with the 2025 count.

Funding consequences

State aid, which averages roughly $10,000 per student depending on individual characteristics, will be reduced in line with the lower enrollment. Hill explained that the district’s projected budget for the 2026‑27 school year, originally based on a forecast of 41,830 students, will be amended in November to reflect the shortfall.

“We’ll definitely have to make some adjustments,” Hill said. “We’ll cut back on our expenses accordingly based on the fact that we don’t have quite as many students to educate.” He added that while the gap between the projection and actual enrollment is sizable, the district expects to recover some of the difference by the end of October.

Historical context

Enrollment has risen since the first day of school on Aug. 11, when the district counted 39,077 students, but the current total remains below the demographer’s projection for this academic year. The trend of declining enrollment has persisted for more than a decade, prompting district leaders to continually reassess staffing, program offerings, and capital plans.

What’s next for Plano ISD

The board will review the revised budget proposal in November, focusing on areas where expenses can be trimmed without compromising core instructional services. Community members and parents are encouraged to attend the upcoming board meeting to stay informed about how the district plans to allocate resources amid the enrollment shift.
