The Plano City Council is expected to take an important vote on a proposed redevelopment project that would bring a sports and entertainment arena to the city. The project, which would be the future home of the Dallas Stars, is planned for The Shops at Willow Bend shopping mall area.
Special Election
The city council will decide whether to call a venue-tax special election on November 3, which would fund the project through a tax increase on the multi-purpose arena, entertainment, and civic events. If approved, the election will be held on November 3, 2026, a uniform election date in the city of Plano.
According to the city, the plan calls for a funding approach that relies primarily on revenues generated by the venue and its visitors, while not affecting current property tax rates for Plano residents. The Dallas Stars organization has announced the selection of HNTB as the lead design firm for the proposed new arena.
Community Feedback
During the city’s preliminary open meeting, staff will present feedback gathered at community open houses held at the mall in July. The primary concern surrounding the estimated $1 billion project is traffic, followed by concerns over neighborhood quality of life and noise.
