Pflugerville ISD selects site for 202‑unit teacher housing development

Pflugerville ISD moved forward on a long‑awaited effort to support its educators by identifying a site for a 202‑unit teacher housing complex. Chief Operations Officer Victor Valdez briefed the district’s Workforce Housing Public Facility Corporation (PFC) board on Oct. 5, outlining the location, unit mix and next steps.

Location and layout

The housing will sit on 40‑50 acres at the southern end of the district’s Andrewartha property, directly adjacent to the new Advanced Pathways for Excellence Center currently under construction. The site is bordered by an existing neighborhood to the west and future development to the east, creating a blended, residential‑like setting that Valdez said “feels like a nice place for teachers to live and feel like they’re in a residential area.”

Unit mix and amenities

When fully built, the project will provide:

  • 28 one‑bedroom, one‑bath apartments (675 sq ft each)
  • 66 two‑bedroom, two‑bath apartments (1,015 sq ft each)
  • 108 three‑bedroom, two‑and‑a‑half‑bath duplexes or townhomes (1,750 sq ft each)

The first phase will deliver 128 units, addressing the strongest demand signals from a November 2023 teacher‑housing survey that showed 13% of respondents preferred one‑bedroom units, 33% two‑bedrooms and 54% three‑bedrooms.

Planned community features include an amenity center with a clubhouse, gym and conference room; a pool with cabanas; a dog park; playgrounds; pickleball courts; and nature trails, all intended to foster a family‑oriented environment for teachers and their loved ones.

Financing and governance

The district’s Workforce Housing PFC, a nonprofit sponsored by the district but operating independently, will finance, acquire, construct, renovate and repair the public facilities needed for the project. Chief Financial Officer Jennifer Land emphasized that the PFC’s separate status gives it the flexibility to manage the complex financial and construction aspects while keeping the district’s core mission front and center.

Eligibility and oversight

General Counsel Jacob Woolston explained that the district will set clear tenant qualifications, including employee tenure, credit and rental history, as well as income verification and financial limits for the affordable units. This ensures that the housing serves those who truly need it—our teachers and staff who dedicate their lives to educating our children.

Next steps

With schematic design complete, the district will seek permits from the City of Austin and Travis County in the coming months. Valdez noted, “Materials and things like that, we can definitely work through, but the key to all of this is laying the structure out so that we can get the infrastructure approved and start moving dirt as quickly as possible.” The PFC board is slated to reconvene in January to advance the permitting process.
