Pet Fees and Limited Rental Options Tighten Door County Housing Market

Door County’s rental market is at a breaking point. As of May 2025, the vacancy rate in Sturgeon Bay – the county’s largest city – was under 1%, and officials say the rest of the county mirrors that scarcity. With so few units available, landlords are adding pet‑related charges that many renters find prohibitive.

Pet policies add cost and complexity

Landlords commonly require a refundable pet deposit and a monthly pet rent. At SCS Sturgeon Bay Estates, a market‑rate development, the deposit is $250 per animal and the monthly fee is $50 per pet. Service animals and emotional support animals are exempt, but ordinary dogs and cats incur the charge.

For some renters the cost climbs quickly. Laurel Grey, who moved to Door County with two dogs and two cats, paid an extra $200 per month in pet rent before the property changed its policy to allow only service or emotional‑support animals. When her remaining dog was grandfathered in, the fee rose to $75 per animal per month.

Financial strain leads to animal surrenders

Corey Viars, media specialist for the Wisconsin Humane Society’s Door County campus, says housing‑related reasons account for 24% of all pet surrenders statewide. Roughly one‑third of those cases involve landlords who do not permit pets, while another third involve moves that force owners to leave their animals behind.

“People are heart‑broken when they have to give up a beloved pet because they have nowhere to take it,” Viars explained. The emotional toll is evident at the shelter’s intake desk, where families often cite “housing” as the primary reason for surrender.

Pets as family members and health allies

Local veterinarian Dr. Sherry Billett emphasizes that pets are often considered family members. She notes that caring for an animal can reduce loneliness, promote responsibility, and encourage physical activity – benefits especially valuable in Door County, which has one of the state’s largest aging populations.

Jennifer Fitzgerald, director of the Aging and Disability Resource Center, has observed similar outcomes. Pets help older adults cope with isolation after the loss of a spouse, though many seniors still encounter housing barriers that limit their ability to keep a pet.

Landlord concerns drive restrictions

Property managers cite potential damage and insurance costs as reasons for pet fees. Andrew Franken of the Wisconsin Insurance Alliance points out that dog‑related claims are the top cause of homeowner’s insurance losses nationwide. In Door County, 63 dog bites were reported in 2025, and state law imposes “double damage” liability for repeat bites.

Weight limits and breed restrictions are also common. Many landlords cap dogs at 50 pounds and exclude breeds such as pit bull terriers, Doberman pinschers, and Rottweilers, citing higher insurance premiums and perceived risk.

Limited inventory of pet‑friendly rentals

The Door County Economic Development Corporation maintains a list of 42 available rental units, half of which are explicitly advertised as pet‑friendly. The other half provide no information on pet policies, leaving renters to guess or search farther afield.

Because the overall vacancy rate is so low, renters often must choose between paying higher pet fees, moving out of the county, or surrendering their animals. The situation highlights a broader issue of economic inequality: families who cannot afford home ownership or higher rent premiums are effectively barred from keeping their pets.

Potential paths forward

Community groups and the Humane Society are working to raise awareness of the problem, but no legislative or regulatory changes have been proposed at the county level. Some advocates suggest expanding the inventory of truly affordable, pet‑friendly rentals or offering tax incentives to landlords who reduce or waive pet fees.

Until such measures are adopted, Door County residents with pets will continue to navigate a market where finding a home often means paying extra for the companionship that many consider an essential part of family life.
