Less than a week after U.S. Attorney for the Northern District of Texas Ryan Raybould announced the Project Safe Schools initiative, parents across North Texas have begun submitting allegations of educator misconduct directly to the Department of Justice. Raybould said the influx of information is helping law‑enforcement partners uncover wrongdoing that school districts have previously kept hidden.
Project Safe Schools targets hidden abuse
Raybould described the program as a response to what he calls a “culture of school districts not appropriately addressing educator misconduct when it first arises.” He warned that many districts quietly transfer teachers with known misconduct histories to new campuses, allowing further harm to children. By requiring districts to disclose unreported misconduct from the past five years, the initiative aims to bring transparency and accountability.
“We’re vetting that information, giving that to our law‑enforcement partners, so it’s been incredibly valuable to have more insight in the school districts,” Raybould told reporters. He noted that parents often sign nondisclosure agreements (NDAs) and that teachers who witnessed abuse may also be bound by NDAs, making external reporting essential.
State data shows a large problem
According to the Texas Education Agency, more than 9,700 educator‑misconduct investigations have been opened over the last two years, resulting in 480 educators being added to the Do Not Hire registry. Despite these numbers, Raybould said many districts continue to underreport abuse and retain staff with known issues.
“There’s a lot of problems with the way that reporting works. The goal should be to get that information immediately to law enforcement, not to hire an outside counsel and run an investigation,” he explained.
Federal enforcement steps up
Raybould’s office already has active investigations in several North Texas districts. One recent case involved a civil settlement with Forney Independent School District, which also led to criminal charges against a former principal and a teacher.
Districts that fail to voluntarily disclose misconduct may face maximum civil penalties, lose eligibility for reduced penalties, and be required to repay federal grant dollars. Raybould warned that the federal government will continue to enforce these standards, describing the situation as an “epidemic” that must be contained.
