Overland Park planning commission to consider rezoning of Corporate Woods for 1,200 new homes

Overland Park officials are reviewing a major rezoning proposal that could reshape the Corporate Woods office district into a mixed‑use community with housing, retail and dining. The application, submitted by Georgia‑based developer GSR on July 22, seeks to add more than 1,200 new housing units – a combination of apartments and townhomes – to the 29‑building complex that currently houses over two million square feet of office space.

What the plan includes

According to the planning documents posted on the city’s development portal, the project – called “The Woods” – would retain the district’s existing office character while introducing new residential units, additional commercial space, a central civic lawn, trail connections and structured parking garages. Excess surface parking, a long‑standing concern for city officials, could be repurposed into the new structures.

GSR’s team emphasizes that the development aims to meet the evolving preferences of residents who want to live, work and connect in a single neighborhood. “Corporate Woods has always been a cornerstone of Overland Park’s identity,” said Patrick Brooks, a member of the development team, in a press release. “Our goal is to write the next chapter of Corporate Woods by building upon the qualities that have made it successful while introducing new opportunities that support how people want to live, work, and connect today.”

City process and timeline

The rezoning request is moving through the standard city planning process. After the planning commission reviews the application, it will make a recommendation to the Overland Park City Council, which will hold a final vote. A public hearing on the proposal is tentatively scheduled for the planning commission meeting on Oct. 12, though the date could shift, as larger redevelopment projects often experience scheduling changes.

If the commission recommends approval, the council’s decision will determine whether GSR can proceed to submit a final development plan for further review. The city has not yet released a definitive timeline for construction, and the five‑phase plan outlined in the documents does not specify exact start dates for each phase.

Corporate Woods is not the only office park undergoing a transformation. Earlier this year, CBL Properties filed a mixed‑use rezoning bid for Oak Park Mall that could also bring housing, a hotel and a performing‑arts theatre to the site. Nearby, Price Brothers received permission to convert unused parking at the Lighton Plaza office towers into a four‑story apartment building with retail space. Curtin Property Co. has long discussed a mixed‑use redevelopment of the Brookridge Golf Club, though that project has progressed more slowly.

These initiatives reflect Overland Park’s broader effort to adapt to the post‑COVID‑19 workplace environment, which has reduced demand for traditional office space and increased interest in live‑work‑play communities. City officials have repeatedly highlighted the need to repurpose excess parking and underused office footprints as part of a sustainable growth strategy.

Community response

While many residents welcome the prospect of additional housing and amenities, some neighboring homeowners have expressed concerns about increased density and traffic. The Brookridge Golf Club redevelopment, for example, faced notable pushback from nearby single‑family homeowners who preferred the existing suburban character of the site.

City planners say they will weigh these concerns alongside the potential economic benefits of new housing, jobs and tax revenue. The upcoming public hearing will provide a forum for both supporters and critics to voice their perspectives.
