Mayoral Vacancy Process
According to Overland Park’s Charter Ordinance, the city council president would become acting mayor if the mayor resigns. The city council would then have 30 days to appoint a new interim mayor from among its members. This would create a vacancy in the appointed councilmember’s seat, which would be filled through an appointment process.
A special election would be held in 2027 to fill the remainder of Skoog’s term, with the winner serving a shortened two-year term. In 2029, a regularly scheduled mayoral election would take place, with the winner serving a full four-year term.
City councilmember Holly Grummert described the process as ‘grueling’ for the person who would become interim mayor and then run in the special election and possibly again in the 2029 general election.
