NSA and Cyber Command to Guard Election Systems for Midterms, Defense Secretary Says

In a move aimed at bolstering confidence in the upcoming November 3 midterm elections, Defense Secretary Pete Hegseth told reporters Monday that the National Security Agency (NSA) and U.S. Cyber Command will deploy cyber‑defense teams to monitor and protect election systems across the country.

Hegseth said the directive, issued in a memo dated Sept. 22, orders defense intelligence officials to mobilize every available resource “to defend our election infrastructure from foreign malign influence and ensure that every lawful voter can cast their ballot free from foreign intimidation, coercion, or fear.” This follows a long‑standing practice of using military cyber experts to safeguard critical infrastructure, a classification that has included election equipment since 2017.

Why the federal cyber teams are stepping in

The Trump administration has taken decisive steps to streamline election security under the Department of Defense, arguing that the civilian agency previously tasked with the job – the U.S. Cybersecurity and Infrastructure Security Agency (CISA) – was redundant and costly. By leveraging the NSA’s unparalleled signals‑intelligence capabilities and Cyber Command’s rapid‑response teams, the administration believes it can more effectively deter foreign actors seeking to interfere with the vote.

“Our nation’s democratic process is a cornerstone of liberty, and protecting it from hostile foreign influence is a matter of national security,” Hegseth explained. He emphasized that the military’s involvement is strictly defensive, focused on monitoring networks, identifying threats, and providing technical assistance to state and local election officials.

Critics raise concerns, but their motives are clear

David Becker, a former Justice Department attorney who now leads the nonprofit Center for Election Innovation & Research, called the timing “just theater,” suggesting the administration’s actions are more about optics than substance. Becker’s organization, which receives funding from progressive foundations, has long advocated for robust civilian oversight of election technology.

Other election‑security experts and several civil‑rights groups have warned that dismantling CISA’s dedicated election‑cybersecurity division in early 2025 removed a key source of expertise. They argue that relying on military assets could blur the line between civilian election administration and defense operations.

Administration’s response to the criticism

The Trump administration counters that the decision to fold CISA’s election unit into broader Department of Homeland Security functions was a prudent reallocation of resources, not a weakening of security. In a statement, the White House noted that the NSA and Cyber Command have successfully protected other critical infrastructure sectors, such as energy grids and financial networks, and that their involvement will bring “the highest level of technical expertise” to election protection.

Furthermore, the administration points to the Supreme Court’s recent decision allowing the use of a federal citizenship‑verification database for voter eligibility checks as evidence that the federal government remains vigilant in safeguarding the integrity of the vote.

What this means for voters

State and local election officials are expected to receive guidance and technical support from the defense cyber teams in the weeks leading up to Election Day. While the exact scope of assistance will vary by jurisdiction, the goal is to ensure that voting machines, tabulation systems, and voter‑registration databases operate without disruption or tampering.

Voters can expect continued early‑voting opportunities and mail‑in ballot options, as the Supreme Court has blocked recent attempts by the president to limit mail voting. The administration maintains that these measures, combined with robust cyber defenses, will allow every lawful voter to cast a ballot free from intimidation or fear.

As the midterms approach, the partnership between the NSA, Cyber Command, and state election officials underscores the Trump administration’s commitment to protecting the nation’s democratic process through decisive, faith‑based action that honors both liberty and the rule of law.
