NRC Proposes Changes to Radiation Safety Rule

The Nuclear Regulatory Commission (NRC) is proposing to eliminate a foundational safety principle that has minimized radiation exposure in the United States for 50 years. The principle, known as “as low as reasonably achievable” (ALARA), has been adopted worldwide and is used by facilities such as nuclear plants, hospitals, and academic institutions that use radioactive materials.

Proposed Changes

The NRC proposal would abandon the ALARA principle in favor of a “graded approach” that includes several actions facilities must take depending on the potential dose of radiation to workers. While the dose limits for radiation exposure would remain the same, the new approach would allow for more flexibility in how facilities manage radiation risks.

Supporters of the proposal, including the nuclear industry’s trade association, argue that the change would allow for more rational decision-making about radiation safety and would not compromise public health. However, critics, such as the Union of Concerned Scientists, warn that the proposal could lead to increased radiation exposure for workers and the public.

Regulatory Background

The NRC regulates civilian nuclear energy technologies and radioactive materials, and its proposal is part of a broader effort to reform the agency and speed up nuclear reactor development. The Energy Department has already stopped using the ALARA principle, and the NRC expects to finalize its radiation protection regulations in the coming months.

The proposal has sparked debate among experts, with some arguing that the change would improve the regulatory environment without harming public health, while others warn that it could have unintended consequences. The National Council on Radiation Protection and Measurements, an independent scientific organization, has not yet weighed in on the proposal.
