Nine of Ten ‘Checkgate’ Republicans Defeated in Wyoming Primary

Tuesday’s primary election in Wyoming delivered a decisive rebuke for most Republican lawmakers linked to the controversial “Checkgate” scandal. Nine of the ten candidates who received campaign checks from donor Don Grasso – a Teton County activist who distributed $1,500 checks on the House floor – were defeated, dramatically altering the composition of the state’s Freedom Caucus.

The scandal began early in the 2026 legislative session when Rebecca Bextel, a conservative activist from Teton County, handed out campaign checks to lawmakers after the House adjourned for the evening. Grasso later identified the ten Republican recipients: House Speaker Chip Neiman (Hulett), Representatives John Bear (Gillette), Marlene Brady (Green River), Gary Brown (Cheyenne), Chris Knapp (Gillette), Tony Locke (Casper), Darin McCann (Rock Springs), Joe Webb (Lyman), Senator Bob Ide (Casper), and former lawmaker Mark Jennings (Sheridan).

Primary results

All but Chris Knapp lost their bids for another term. The defeats included Speaker Neiman, who also lost his Senate District 1 race to incumbent Sen. Ogden Driskill, and Sen. Ide, who failed to retain his Senate seat. Former legislator Mark Jennings, who had previously lost a Senate bid in 2024, was again unsuccessful in his attempt to return to the House for District 30.

Reps. Bear, Brady, Brown, Locke, McCann and Webb were seeking reelection to the House, while Sen. Ide was running for a second Senate term. Their losses contributed to a broader upset that saw the Wyoming Freedom Caucus lose control of the House and suffer setbacks in the Senate.

Investigations and legislative response

The controversy prompted a special investigative committee, which concluded that Bextel’s distribution of checks did not violate the Wyoming Constitution or constitute legislative misconduct, but labeled the practice “undesirable and must never occur again.” The panel’s findings have been incorporated into new legislative rules aimed at preventing similar occurrences.

Criminal inquiries by the Laramie County Sheriff’s Office remain ongoing. Some of the affected lawmakers, including Tony Locke, filed complaints against Democratic legislators Karlee Provenza (Laramie) and Mike Yin (Jackson) for speaking publicly about the checks, but those complaints were dismissed.

Political implications

The primary outcomes underscore a growing divide within Wyoming’s Republican ranks. The Freedom Caucus, once dominant in the House, now faces a reduced presence, while moderate Republicans and independents may gain greater influence.
