New Zealand’s Opportunity Party pushes universal basic income funded by land tax

In the weeks leading up to New Zealand’s November 7 election, the Opportunity Party has emerged as a potential balance‑of‑power holder. Led by 38‑year‑old former sustainable‑business consultant Qiulae Wong, the party’s flagship proposal is a universal basic income of NZ$19,400 per year for the majority of residents, financed by a 1.75% annual land tax.

Policy details and projected impact

According to the party’s manifesto, the basic income would be paid to almost all New Zealanders, while the land tax would replace a portion of existing income‑tax revenue. The party claims its modelling shows 90 % of New Zealanders would be the same or better off under the plan, even though house prices are expected to fall 10‑15 % as a result of the new tax on property.

Wong highlighted the housing affordability crisis, noting that today home prices are roughly seven times household income, compared with about three times when her parents bought their first home. She warned that if the trend continues, the next generation could face an unsustainable trajectory.

Political context

Recent polls have placed the Opportunity Party above the 5 % threshold needed for parliamentary representation. Both the centre‑right National Party and the centre‑left Labour Party are projected to need the party’s support to form a governing coalition.

Both major parties have publicly ruled out adopting the party’s land‑tax proposal. Wong says the party will nevertheless push for a role in the finance ministry or a portfolio overseeing tax collection, hoping to influence future reforms.

Other reform priorities

Beyond the basic income and land tax, the party is promoting competition reforms in the supermarket and banking sectors and a clamp‑down on lobbying that would cap individual political donations at NZ$30,000. Wong argues these measures align with a “strong economy and strong democracy” and could attract support from either major party.

Challenges ahead

Implementing such sweeping reforms would require coalition agreement and legislative support. Wong acknowledges that tax reform is a “big ask for a new party entering parliament for the first time,” but stresses that the party will keep the proposals on the table.

The Opportunity Party’s rise illustrates how smaller parties can become kingmakers in New Zealand’s mixed‑member proportional system, shaping policy debates even before a formal coalition is formed.
