New Threat‑Intelligence Model Needed to Counter Fast‑Moving Extremist Attacks

Twenty‑five years after the September 11 attacks, the intelligence and law‑enforcement community faces a dramatically different threat landscape. While the 9/11 Commission found that agencies had enough signals to stop the plot but failed to “connect the dots,” today’s extremists can move from online radicalization to violent action within hours.

Why the Old System Falls Short

The Department of Homeland Security, Joint Terrorism Task Forces, and fusion centers were built for a slower, pre‑social‑media era. Modern attackers consume extremist content, post threats, and launch attacks almost instantly. The challenge is no longer merely connecting dots; it is identifying which dots matter in a sea of data and delivering them swiftly to the right responders.

Community‑Based Success Stories

Kash Patel, head of the Secure Community Network (SCN)—the safety organization for North America’s Jewish community—cites recent successes. In 2023, SCN’s cooperation with the FBI helped arrest a white‑supremacist who threatened jurors in the Pittsburgh synagogue shooting trial, resulting in a six‑and‑a‑half‑year sentence. In 2024‑25, SCN tracked a campaign of violent letters sent to more than 25 Jewish institutions, leading to a 37‑month federal prison term after coordinated information‑sharing with the Department of Justice.

These cases illustrate how rapid, trusted information flow between community groups and law‑enforcement can stop attacks before they happen.

Broadening the Model

Patel argues that the same approach is needed for churches, mosques, schools, hospitals, and other public venues. Extremist ideologies now blend—white supremacists borrow jihadist propaganda, anti‑government groups amplify antisemitic conspiracies, and foreign terrorist narratives inspire homegrown actors.

Fusion centers remain vital, but a new layer of public‑private partnerships is essential. SCN’s Regional Threat Capability Initiative monitors the internet around the clock, assesses threats, and routes actionable intelligence to local and federal agencies. This model combines local awareness with national coordination, allowing communities to move as fast as the threats evolve.

What Comes Next

Policymakers are urged to re‑examine the existing information‑sharing architecture and fund expanded public‑private threat‑monitoring programs. By strengthening these partnerships, the nation can better protect faith‑based institutions, schools, and other public spaces from the accelerating pace of extremist violence.
