A national security group, State Armor, has released a report questioning the Environmental Law Institute’s (ELI) ties to China. The report states that ELI has worked with Chinese government agencies, universities, judges, and legal groups for decades, while also training over 2,000 American judges through its Climate Judiciary Project.
Concerns Over National Security
State Armor CEO Michael Lucci has sent a letter to leaders of five congressional committees, asking them to investigate ELI’s work with Chinese organizations and its judicial education programs. Lucci expressed concerns that ELI’s relationships with Chinese entities may have compromised U.S. national security.
The report argues that ELI’s partnerships with Chinese organizations have done little to reduce China’s carbon emissions, but have instead helped China better understand American environmental law and regulation. This, in turn, may have allowed China to influence American energy policy.
Jason Isaac, founder and CEO of the American Energy Institute, also expressed concerns over foreign influence, stating that ‘energy security is national security, and America should never outsource either to Beijing.’
Former Acting Associate Attorney General Chad Mizelle called for federal scrutiny of ELI’s activities, saying that ‘these firms need to sever their ties to the Environmental Law Institute, and the Justice Department needs to take a hard look at the rest.’
