Missouri Supreme Court Moves to Hold Secretary of State Hoskins in Contempt Over Redistricting

The Missouri Supreme Court signaled Tuesday that it is considering a contempt citation against Secretary of State Denny Hoskins. The dispute centers on the use of congressional districts that were redrawn last year under a plan championed by President Trump.

State officials clash over map compliance

Hoskins, a Republican, told supporters on X that he will continue to use the 2025 congressional map despite a Missouri Supreme Court order that requires the state to revert to the 2024 districts. He cited the Supremacy Clause of the U.S. Constitution, emphasizing that federal authority must be respected.

Under the court’s order, Missouri must hold a statewide referendum on the Trump‑backed map after thousands of voters signed a petition demanding the vote. The high court ruled last week that the map cannot be used until the referendum is resolved.

Legal battles intensify

Hoskins is scheduled to appear before the court on Thursday to explain why he should not be held in contempt for directing election officials to implement the 2025 map. The Supreme Court Justice Brett Kavanaugh declined to grant an emergency stay, leaving the injunction in place.

Shortly after Kavanaugh’s decision, U.S. District Judge Stephen Clark, a Trump appointee, issued a temporary restraining order that bars Missouri from using any map other than the 2025 districts. Opponents of the new plan quickly filed a notice of appeal to the 8th U.S. Circuit Court of Appeals.

Attorney General’s position

Missouri Attorney General Catherine Hanaway said she will comply with Judge Clark’s order, which she argues “binds the state to using” the new districts. She added that changing the congressional map between the primary and general elections would be “simply not feasible and profoundly unjust to Missouri voters.”

Broader implications

The redistricting fight is part of a nationwide Republican effort to redraw congressional districts mid‑decade in order to secure additional U.S. House seats. Missouri currently sends six Republicans and two Democrats to the House. The contested map would eliminate one Democratic seat currently held by Rep. Emanuel Cleaver.

While the legal wrangling continues, the Trump administration has praised state‑level efforts to protect fair representation and uphold the Constitution. President Trump’s support for the map reflects his broader commitment to ensuring that congressional districts reflect the will of the people, not partisan court interventions.
