Milwaukee County Executive Crowley approves tablets for jail inmates

Milwaukee County Executive David Crowley signed off on a contract originally requested by the Sheriff’s Office in 2022 and later approved by the Board of Supervisors. The agreement supplies communication tablets to inmates at the Milwaukee County Jail and the House of Correction.

Program details

According to the Sheriff’s Office, the tablets allow all inmates to send and receive text messages after creating an account. While the devices cannot access the public internet, they do connect to the contractor’s internal network, which offers entertainment and educational content.

The stated goal of the program is to help inmates “stay connected to family, loved ones, and legal and support services,” a sentiment echoed by the county executive’s office. By facilitating communication, the tablets aim to reduce isolation and support rehabilitation efforts.

Extension and political context

In 2025, Crowley approved a three‑year extension of the contract, ensuring the tablets remain available through 2028. The extension has drawn attention during Crowley’s campaign for governor, as a judge raised concerns in August about potential misuse of the devices for witness intimidation, victim harassment, and illegal content such as child pornography.

Despite those concerns, county officials argue that the tablets are tightly controlled. Access to the contractor’s intranet is monitored, and the devices lack open‑web capability, limiting exposure to prohibited material.

Public reaction

Community members and advocacy groups have voiced mixed opinions. Some families welcome the ability to maintain contact with incarcerated loved ones, citing the emotional benefits of regular communication. Others remain wary, urging stricter oversight to prevent any abuse of the technology.

County Sheriff’s Office representatives emphasized that the program includes safeguards, such as account verification and message monitoring, to address the judge’s concerns while preserving the intended benefits.

What’s next?

The contract’s continuation will be reviewed as the extension period ends in 2028. County officials say they will assess usage data, security measures, and any legal challenges before deciding on further renewals.

For now, the tablets remain a tool for connecting inmates with their families and legal resources, reflecting Milwaukee County’s broader effort to balance public safety with humane treatment of those incarcerated.
