Milwaukee City Council approves $1.3 M feasibility study to explore taking over We Energies

On Friday, Nov. 6, the Milwaukee Common Council voted 15‑0 to authorize borrowing of up to $1.35 million for a feasibility study that would examine whether the city should take over We Energies. The unanimous vote reflects growing frustration among alderpersons and residents after Wisconsin regulators approved a sixth rate increase for the utility in six years.

Council members voice concern over rate hikes

Alderman Russell Stamper warned that the latest increase shows a lack of respect for customers, saying, “Either they’re not worried about us or they’re daring us, either way it goes, I don’t like the disrespect.” Alderman Alex Brower, who sponsored the study legislation, urged voters to send a clear message to the utility, stating, “If you’re sick of the way We Energies operates, if you are sick and tired about what’s going on, what you have to say right now when we take the vote on this is yes.”

Study funding and mayoral review

The council’s resolution allows the city to borrow up to $1.35 million for the study, but the proposal still requires the mayor’s approval and could be subject to a partial veto. Mayor Cavalier Johnson retains the authority to remove the item from the 2027 budget before it becomes final.

We Energies’ response

We Energies spokesman Brendan Conway said the utility was not consulted about the council’s motion, which originally failed to pass a committee vote of two‑for, two‑against, and one abstention. Conway noted that municipalities that have explored similar takeovers typically spend “hundreds of thousands of dollars” on studies, and warned that a full municipal takeover could ultimately cost “billions and billions of dollars.” He added that voters in Ann Arbor, Michigan recently rejected a proposal to create a municipal power company.

Rate increase details

We Energies defended the latest rate hike, attributing the increase to new solar and wind projects, infrastructure upgrades, and rising operating costs. The utility estimates that the typical residential electric bill will rise by $7‑$8 per month in 2027 and an additional $6‑$7 per month in 2028. Conway emphasized that the utility’s rates remain below the national average and are comparable to other Midwestern utilities.

Next steps and legal requirements

If the feasibility study is approved and the city moves forward, state law requires a voter referendum before any municipal takeover can occur. The city would also need to pursue court approval to determine whether a takeover is necessary. The council’s unanimous vote signals a strong local desire to explore alternatives to private utility ownership amid rising electricity costs.

Community impact

Local residents and community groups have expressed both support and concern. While some see municipal ownership as a way to curb future rate hikes, others worry about the financial burden of a potential takeover. The study will provide data to help Milwaukee voters make an informed decision when the issue eventually reaches a public ballot.
