Menasha residents push for single‑family zoning in tornado recovery plan

Menasha, Wis. – Residents of the neighborhoods hardest hit by last month’s tornado are voicing concerns about what will be rebuilt in their community. The city has released a draft Disaster Recovery Plan, but the document does not specifically address future redevelopment of the damaged areas.

Homeowners seek protection for single‑family neighborhoods

Long‑time resident Neil Green, whose home was damaged in the storm, says he wants the area to remain dominated by single‑family houses. “We built this community on the idea of families living next door to each other in homes, not apartments or high‑rise units,” Green told local reporters. He and other homeowners fear that without clear zoning guidance, developers could introduce higher‑density housing that would change the character of the neighborhoods.

Council member calls for R‑1 zoning ordinance

Menasha Common Council member Rosita Eisehach echoed those concerns, proposing that the city adopt an R‑1 zoning ordinance that would protect residential neighborhoods by limiting development to single‑family dwellings. “An R‑1 designation would preserve the family‑friendly nature of these streets and ensure that rebuilding aligns with the values of our community,” Eisehach said during a recent council meeting.

Mayor outlines next steps

Mayor Austin Hammond acknowledged the community’s input and said the city will continue to refine the plan. He confirmed that a finalized Disaster Recovery Plan will be presented to the Common Council next month for consideration. “We are listening to our residents and will incorporate their feedback as we move forward,” Hammond said.

The draft plan currently outlines broad recovery goals, such as restoring utilities, clearing debris, and providing assistance to displaced families. However, it lacks detailed guidance on land use, building types, or zoning changes that will shape the long‑term rebuild.

Local advocacy groups have begun organizing town‑hall meetings to gather more input from affected families. They hope that a clear zoning framework will be included in the final plan, giving homeowners confidence that the rebuilt neighborhoods will reflect the traditional, family‑oriented character they value.

City officials have invited residents to submit written comments on the draft plan by the end of the month. The council will review those comments alongside the mayor’s recommendations before voting on any zoning amendments.
