Mayors Nationwide Expand Cash‑Handout Programs as ARPA Funds Near Deadline

Municipal leaders across the United States are accelerating cash‑handout experiments as the deadline to spend American Rescue Plan Act (ARPA) funds approaches. The Economic Securities Project (ESP), which helped launch more than 100 guaranteed‑income pilots, says the urgency stems from soaring housing, food and energy costs that are crushing American families.

Local officials cite cash as a stabilizing tool

“The destruction of the social safety net paired with skyrocketing costs of healthcare and food has made the need to bring cash to communities even more urgent,” said Shafeka Hashash, ESP’s Director of Cash Initiatives. She added that cash assistance provides stability, supports economic mobility and helps families move toward a more secure future.

ESP’s August 12 report, Right on Time: How Cash Helps Families Move Through Life’s Transitions, draws on data from over 250 pilots in 40 states and the District of Columbia. The study argues that cash works best during life‑changing moments—such as welcoming a new child, relocating for housing or re‑entering society after incarceration.

Mayors push for permanent funding

Mayor Michael Tubbs, former mayor of Stockton, California and leader of the Mayors for a Guaranteed Income coalition, has long advocated using federal tax dollars to fund income supplements for low‑income residents. Tubbs contends that direct cash helps households keep pace with inflation, rent and grocery prices.

In Evanston, Illinois, officials announced an expansion of their guaranteed‑income program using the remaining ARPA dollars before the December 31, 2026 spending deadline. Evanston joins more than 100 municipalities that have experimented with universal‑basic‑income‑style pilots since 2018.

State and local revenue models under consideration

ESP’s California arm, Economic Security California, is preparing state‑funded guaranteed‑income programs, noting that California already hosts over 60 cash initiatives. The organization recommends that local and state governments develop dedicated revenue streams—such as modest local taxes—to sustain these efforts once donor and federal stimulus money runs out.

“We can say there’s an active and growing movement for cash in hundreds of communities across the country,” Hashash said. She noted that the Guaranteed Income Community of Practice now includes roughly 1,500 members ranging from researchers to local officials.

Critics and the broader policy debate

Opponents argue that guaranteed‑income programs could create dependency or strain municipal budgets. However, ESP points to the “wealth of data” from its pilot network, which it says demonstrates that cash transfers are a legitimate policy tool that can reduce reliance on fragmented welfare programs.

While the federal pandemic relief funds are set to expire, many mayors view cash assistance as a bridge to longer‑term solutions that align with traditional family values and personal liberty—allowing individuals to make choices without excessive government interference.

As the ARPA deadline looms, city leaders are racing to finalize proposals, secure local funding sources and, where possible, institutionalize cash‑for‑transitions policies. The outcome of these efforts could shape how municipalities address affordability challenges for years to come.
