Mayor Maddox Proposes Tuscaloosa’s Largest‑Ever $356 Million Budget with City‑wide Pay Raises and 5% Department Cuts

Tuscaloosa Mayor Walt Maddox recommended a $356 million budget for fiscal year 2027, marking the largest spending plan the city has ever adopted. The proposal, presented to the city council on Tuesday and explained to reporters Wednesday, combines a $234 million general fund, an $88 million water‑and‑sewer allocation and a $31 million “Elevate Tuscaloosa” initiative.

Balancing Growth and Fiscal Reality

While the budget reflects a growing community—Mayor Maddox noted more than 30,000 additional residents since he first took office in 2005—it also confronts a shrinking revenue environment. Sales‑tax collections have fallen for the first eight months of the current fiscal year, including a roughly $750,000 dip from large‑box retailers such as Walmart and Target. The mayor attributed the decline to a slowing local economy and Alabama’s simplified sellers use tax (SSUT), which diverts online‑sale tax revenue away from the cities where buyers reside.

Closing a $28 Million Gap

The mayor identified a $28 million budget gap created by several factors: a $2 million state‑mandated burden, more than $1 million increase in health‑insurance costs, an $11 million loss to SSUT and a $12 million expense to move police and fire personnel into the Retirement Systems of Alabama. To address the shortfall without halting city projects, Maddox asked every department to cut its operating budget by 5%.

Employee Pay Adjustments

Despite the cuts, the budget recommends a 2.2% cost‑of‑living adjustment for all municipal employees, plus step increases for those receiving positive performance reviews. The mayor said the raises are funded largely by the 5% departmental reductions and are intended to keep Tuscaloosa competitive with nearby employers such as the University of Alabama and Mercedes‑Benz.

Health‑insurance costs are rising about 10%, prompting the human‑resources department to explore alternative plans and broader coverage options. Maddox assured that, if the budget passes, all city workers should see larger paychecks in 2027.

Public‑Safety Investment and New Retirement System

Public safety receives more than $100 million of the total budget. The mayor highlighted a 51% decline in violent crime since 2005, which he partly credits to continued investment in the Tuscaloosa Police Department and Tuscaloosa Fire and Rescue. A $12.7 million line item funds the transition of firefighters and police officers from a private pension fund to the state‑run Retirement Systems of Alabama, a move projected to cost a quarter‑billion dollars over the next 20 years.

Additional public‑safety measures include expanding the police department’s behavioral‑intervention unit with three social workers and a cyber‑intelligence analyst, while maintaining partnerships with Indian Rivers and DCH.

Education Funding

Although Tuscaloosa City Schools are financed through separate tax revenues, the city budget earmarks more than $16 million for education‑related initiatives. Funding supports near‑universal pre‑K, a summer learning program and dual‑enrollment scholarships at Shelton State Community College and the University of Alabama.

Internet‑Sales Tax Advocacy

Mayor Maddox has long advocated for reform of Alabama’s SSUT system. After a lawsuit involving Tuscaloosa and 18 other plaintiffs was dismissed, he reiterated that local tax dollars should remain in Tuscaloosa to fund community needs. He expressed optimism that the state legislature will eventually address the issue.
