Mayor Bowser unveils master plan to transform former RFK stadium site into mixed‑use neighborhood

Washington, D.C. – On Thursday, Mayor Muriel Bowser, city planning officials and Ward 7 Councilmember Wendell Felder gathered at the Fields at RFK to unveil the District’s master plan for the area surrounding the future Washington Commanders stadium. The plan, which covers roughly 180 acres, is intended to replace the current asphalt‑filled parking lots with a vibrant, mixed‑use neighborhood.

Housing, affordability and community amenities

The proposal calls for the construction of between 5,500 and 6,500 residential units, with at least 30 percent designated as affordable housing. In addition to homes, the plan includes space for shops, restaurants, hotels and a new Sportsplex with expanded athletic fields. More than 30 percent of the campus will be set aside for parks, open space and riverfront access, giving residents and visitors reasons to come to the area even when there is no game.

Transportation and connectivity

Transportation improvements are a key component of the master plan. Officials highlighted better Metro access, a bus rapid transit (BRT) connection and enhanced walking and biking routes that will link the stadium district to the surrounding neighborhoods and the Anacostia River waterfront.

Economic vision inspired by The Wharf

Mayor Bowser pointed to The Wharf in Southwest D.C. as a successful example of waterfront redevelopment. “That brought housing, that brought hotels, that brought jobs, unlocked that riverfront in a way that we actually reclaim land,” she said. She argued that a similar approach could generate a “huge economic benefit” for the city, with world‑class designers helping to make the new district usable and attractive.

Public input and next steps

The master plan has already been reviewed in more than 30 community meetings, and the D.C. Office of Planning reported receiving over 3,000 comments during the summer. “Important guidance that represents our values as a city, represents our values as a community,” Planning Director Anita Cozart said.

One longtime resident, Wendy Glenn of Ward 8, praised the effort, noting that leaving the site empty would be “ridiculous” and emphasizing the importance of responsible development that meets residents’ needs.

Stadium timeline and fan experience

While officials are targeting the 2030 NFL season for the stadium’s opening, the surrounding development does not have a firm completion date. The mayor addressed fan concerns about tailgating, assuring Commanders supporters that the city has heard their wishes and is exploring creative ways to preserve the tailgating experience despite the shift from surface parking to garages.

Council approval pending

The master plan still requires approval from the D.C. Council. A public hearing is scheduled for September 30, after which the plan would guide zoning and redevelopment decisions for the campus.

Mayor Bowser concluded by reiterating her commitment to delivering a new neighborhood rather than the status quo of a stadium surrounded by parking lots. “We would deliver a whole new neighborhood here on 180 acres,” she said, underscoring the administration’s focus on responsible growth, affordable housing and economic opportunity for Washingtonians.
