Massachusetts Senate Democrats have introduced a $325 million economic development bill that includes measures to increase housing and regulate artificial intelligence (AI) development. The bill allows for automatic two-family zoning, which is expected to vastly expand the potential number of housing units in the state.

The legislation also incorporates $100 million for the defense sector, $75 million for AI development and application, and $25 million for robotics technology. Additionally, it includes $100 million in bridge funding to support research at public higher education institutions facing federal cuts.
The bill requires major AI developers to publish safety frameworks aimed at reducing risks of potential catastrophes and critical safety incidents. The attorney general could sue developers for violating the safety requirements.
The Senate Ways and Means Committee polled members on the bill, which is slated for floor debate next Thursday. Cities and towns will have control over the volume of available alcohol licenses under the proposed legislation.
