Maryland Governor Wes Moore signs order to tighten oversight of data center and AI projects

ANNAPOLIS, Md. – Maryland Governor Wes Moore signed an executive order on Saturday aimed at protecting Maryland families and workers from the rapid expansion of data‑center facilities and AI‑driven technologies. The order follows a framework the governor released earlier this week that outlines how the state will safeguard communities, employees, and children as AI becomes more prevalent.

Human oversight at the core of the new rules

Moore stressed that the framework is built around accountability and the requirement that a human be involved in any decision that directly affects residents. “Artificial intelligence should never be allowed to determine who receives a loan, health care, housing, or government benefits without a person reviewing the outcome,” the governor said.

The order also addresses employment decisions. Algorithms will no longer be permitted to make hiring or firing choices without human review, ensuring that workers are evaluated fairly and transparently.
