Manvel City Council Approves Permit for $10 M Freestanding ER on Highway 6

Manvel, Texas – At its September 8 meeting, the Manvel City Council unanimously approved the first reading of a special‑use permit (SUP) for a new $10 million freestanding emergency center to be built along Highway 6. The facility, spanning 1.07 acres, will be owned by South Shore ER LLC, a company led by board‑certified emergency physician Dr. Suchmor Thomas, who also owns Friendswood Community Hospital and South Shore ER in League City.

Council’s Rationale and Conditions

After a previous denial in May 2025 over access and noise concerns, council members and Mayor Dan Davis said the revised plan addresses those issues. “I think the changes put in here address many of the concerns from last time,” Davis said. “The developer going back to the drawing board, coming up with a plan, it’s something I can fully get behind.”

City staff recommended approval of the SUP with several safeguards to protect nearby residents:

  • A 10‑foot‑wide landscaped buffer between the ER and adjacent homes.
  • No rear‑parking along the back fence line to keep vehicle lights away from neighboring houses.
  • An 8‑foot masonry privacy wall along the rear property line, pending coordination with the neighboring homeowners’ association, to block noise and light.
  • Full‑cut‑off outdoor lighting fixtures, meaning all exterior lights must be fully shielded and directed downward.
  • A dedicated curb cut on Highway 6 for main traffic, preventing patient vehicles from using residential streets.

Next Steps

The council will consider the second and final reading of the permit at its September 21 meeting, according to city documents. If approved, construction can begin, bringing a modern emergency facility closer to Manvel residents and reducing travel time for critical care.

Community Impact

The new ER is expected to enhance local health services, offering 24‑hour emergency care without the need for Manvel residents to travel to larger hospitals in neighboring cities. By situating the center on Highway 6, the project aims to provide quick access for both ambulances and private vehicles while minimizing traffic disruption in residential neighborhoods.
