Madison County treasurer pleads guilty in fraud and theft case

Madison County officials announced Tuesday that former County Treasurer Amanda DeVos has entered a plea agreement with prosecutors, ending the criminal case that was set to begin in Boone County. The agreement, filed in court, was not disclosed in detail, but it resolves multiple felony counts against DeVos, including felonious misconduct in office, tampering with records, third‑degree fraudulent practices and third‑degree theft.

Background of the investigation

Investigators launched the probe after an anonymous tip alleged that DeVos obtained a vehicle registration without paying the required fees. The Madison County Sheriff’s Office later reported that DeVos admitted to creating false government records to make it appear she had paid both vehicle registration fees and property taxes. She was arrested in January 2025, and the Iowa Attorney General’s Office joined the investigation after several entities reported overpayments or missing tax revenue linked to the treasurer’s office. The State Auditor’s Office is also expected to conduct a full audit of the county’s finances.

Impact on local government

Before resigning in July 2025, the Madison County Board of Supervisors removed DeVos’ access to county accounts and county buildings. First Deputy Treasurer Kylie Barber stepped in as interim treasurer and was formally appointed to the position in August. The case has drawn attention to the importance of transparent financial stewardship in local government, a principle that aligns with the community’s commitment to responsible stewardship of public funds.

Financial repercussions for neighboring communities

KCCI previously reported that the city of Winterset received more than $200,000 that belonged to another community, while officials in Patterson said they were missing about $15,000 in tax increment financing revenue. Winterset school officials also noted that property tax payments were delivered late on multiple occasions in 2024, forcing the district to adjust payroll funding.

Legal proceedings

DeVos’ defense team had asked that the trial be moved out of Madison County, citing concerns about “the glare of publicity.” A judge later transferred the case to Boone County, but the plea agreement now eliminates the need for a trial. The county’s residents can expect the court’s sentencing phase to follow, though the exact timing has not yet been set.

The Madison County Board of Supervisors and the State Auditor’s Office will continue to review the county’s financial practices to prevent future misconduct. County officials emphasize that restoring public confidence in the treasurer’s office is a top priority, and they encourage citizens to stay informed about how local tax dollars are managed.
