Lucas County commissioners scrutinize sheriff’s $3.3 million township contract for 2027

TOLEDO, Ohio – During a regular budget session on Tuesday, Lucas County Commissioners examined the sheriff’s department budget and the proposed contracts with Monclova and Springfield townships. The discussion centered on whether the $3.3 million the two townships plan to pay for 2027 will fully cover the additional deputy patrol services the sheriff’s office will provide.

Contract numbers and concerns

By state law, Ohio sheriffs are tasked with preserving public peace, which includes responding to emergencies in townships and municipalities that lack their own police forces. Monclova and Springfield townships currently pay extra for the sheriff’s department to conduct regular patrols and respond to calls.

In his budget presentation, Sheriff Mike Navarre highlighted that the two townships together will contribute nearly $3.3 million in 2027. He argued that the contracts, as written, would “adequately cover the additional added service” the townships receive beyond the sheriff’s statutory obligations.

Commissioners’ questions

Commissioners expressed doubt that the proposed payment would be sufficient. They noted that the county’s general fund might still need to absorb any shortfall, a concern given the tight fiscal environment. Commissioner Anita Lopez suggested there is “an opportunity for you to negotiate more revenue to increase your budget through this township contracts.”

Commissioners also reminded the sheriff that all departments are being asked to cut 13 % of their budgets. Even with a proposed elimination of 20 positions, the sheriff’s budget is projected to rise 8.5 % due primarily to wage increases approved by the board last year.

Sheriff’s response

Sheriff Navarre defended the numbers, stating that the contracts will compensate Lucas County for the personnel costs associated with the Springfield and Monclova patrols, including the estimated 2027 wages. He emphasized that the contracts are structured to ensure the county does not bear the financial burden of the added services.

Next steps

The county must submit a final budget by the end of the year. Commissioners will continue to review the sheriff’s proposal and may seek adjustments before the deadline. The outcome will affect how law‑enforcement services are funded for townships that rely on the sheriff’s department for public safety.

Local residents and township officials are watching the debate closely, as the final budget will determine whether additional taxpayer dollars will be needed to maintain the level of patrol coverage currently provided.
