Louisiana’s AA Credit Upgrade Promises Lower Borrowing Costs for Taxpayers

Louisiana’s credit rating received a boost on Friday when Fitch Ratings upgraded the state’s general‑obligation bond rating and issuer default rating from AA‑minus to AA, with a stable outlook. The upgrade reflects the state’s recent fiscal reforms and disciplined budgeting, and it could translate into lower borrowing costs for taxpayers.

Why Fitch upgraded Louisiana

Fitch attributed the rating improvement to several factors. First, the 2024 revenue policy changes that the legislature enacted helped narrow a projected structural budget gap. Second, the state has demonstrated solid budget performance and retained financial flexibility. Finally, Fitch noted Louisiana’s relatively low long‑term liability burden compared with its available resources, allowing the state to manage expenditures responsibly.

Potential savings for taxpayers

State Treasurer John Fleming welcomed the upgrade in a release, calling it “welcome news for Louisiana taxpayers” and a “strong affirmation that responsible fiscal management matters.” While the Department of Treasury has not provided a precise estimate of savings, a higher credit rating typically enables a state to secure more favorable financing terms on future bond issuances. The actual savings will depend on market conditions, the structure of individual bond issues, and other financing factors.

Current debt picture

According to a May presentation by the Louisiana State Bond Commission, the state had about $3.5 billion in outstanding general‑obligation principal as of May 1, plus $1.3 billion in interest payable over the remaining repayment periods. Those figures describe existing obligations and do not represent the potential savings from the rating upgrade.

The commission’s January debt report projected roughly $414 million in general‑obligation debt service for fiscal 2027, based on debt outstanding at the end of 2025. This figure includes both principal and interest and predates any borrowing that may occur after the upgrade.

Recent bond activity

In April, Louisiana sold $348.7 million in general‑obligation bonds that mature in 2046, carrying average annual principal and interest payments of about $27.5 million. That sale occurred before Fitch’s rating change.

More borrowing requests appeared in the commission’s October 15 meeting materials, including a request for $55.6 million in general‑obligation bond authorization for state capital projects. An authorization request does not set a sale date or interest rate, and the timing and terms of any post‑upgrade bond sales have not yet been confirmed.

Challenges ahead

Fitch cautioned that the improved rating comes with continuing financial pressures. The agency cited slow economic growth, potential federal policy changes, ongoing spending pressures, and adjustments to Louisiana’s revenue structure as challenges that policymakers must manage.

Despite these concerns, Fitch recognized Louisiana’s ability to manage expenditures and its relatively low long‑term liability burden, which helped secure the rating upgrade.

State Treasurer’s response

John Fleming emphasized that the upgrade is more than a number on a financial report. “It sends a positive signal about Louisiana’s creditworthiness and our ability to meet our financial obligations,” Fleming said. He added that maintaining the improvement will require continued budget discipline, prudent management of taxpayer dollars, and a commitment to living within the government’s means.

While the exact dollar impact on taxpayers remains to be seen, the upgrade positions Louisiana to negotiate better terms on future borrowing, potentially reducing the cost of financing essential projects and services for the state’s families and communities.
