Louisiana Bill on Homeless Encampments Awaits Governor’s Decision

In Shreveport, Louisiana, a new legislative measure is poised to impact the local homeless population significantly. House Bill 211, known as the “Streets to Success Act,” has passed both chambers of the Louisiana Legislature and now awaits the signature of Governor Jeff Landry. The bill seeks to make overnight camping on public property a criminal offense, unless the area is designated as a campground.

The legislation, authored by state Representative Debbie Villio, targets homeless encampments across the state, including those in Shreveport where approximately 80 adults experience homelessness nightly, according to Hope Connections Executive Director Christa Hawkins. Critics, including Hawkins, argue that the bill fails to address the root causes of homelessness, such as the lack of affordable housing.

“The only real solution to homelessness is housing,” Hawkins stated, emphasizing that without affordable options, people cannot transition indoors. She also warned that increased enforcement could raise taxpayer costs, as jail is considered the most expensive form of housing.

Provisions and Alternatives

House Bill 211 proposes fines up to $500 and jail time of up to six months for first-time offenders, with harsher penalties for repeat offenses. However, it also introduces a Homelessness Court Program as an alternative to incarceration. This program would offer court-supervised access to substance abuse treatment, mental health services, housing assistance, and job training.

Shreveport police spokesperson Cpl. Chris Bordelon highlighted the health, safety, and sanitation concerns posed by unmanaged encampments, stating that law enforcement’s role is to enforce state laws while acknowledging the broader social and economic issues tied to homelessness.

If enacted, certain provisions of the bill would take effect immediately, with public camping restrictions beginning January 1. As the community awaits the governor’s decision, the debate continues over the best approach to address homelessness in Louisiana.
