Local dietitian warns proposed deregulation could weaken Head Start protections

For more than 30 years Judy Siebart has worked as a registered dietitian and consultant to Head Start programs in Fayette, Washington and Greene counties. In that time she has seen how the program’s nutrition, health screenings and low teacher‑to‑child ratios help children who enter school ready to learn.

Proposed changes threaten core safeguards

The federal administration is considering a set of deregulations that would substantially loosen national requirements for Head Start. The proposals would reduce teacher‑qualification standards, increase allowable teacher‑to‑child ratios and eliminate many of the more than 100 performance standards that currently protect children’s health and education.

Key health services—daily toothbrushing, dental referrals, vision screenings, immunizations and other preventive care—could lose the guaranteed funding and oversight they enjoy today. Siebart says those changes would undermine the very purpose of the program.

Why early childhood matters

Human infants are biologically dependent for years because our brains develop long after birth. That dependence has always required a community of caring adults. Head Start is a modern expression of that ancient responsibility, providing not only preschool instruction but also nutrition, health care and family support.

“A teacher notices when a child is struggling to communicate. A family service worker helps a parent find housing or transportation. A health screening catches a vision problem before it interferes with learning,” Siebart wrote. “These services are not extras; they are the foundation upon which learning is built.”

Local impact of national policy

While the proposals are national, their effects will be felt in Pennsylvania’s rural counties where Head Start often serves the most vulnerable families. Siebart recalls children arriving hungry or behind developmentally and leaving the program healthier, more confident and eager to learn.

She urges policymakers to consider the long‑term cost of removing guardrails that have protected children for decades. “The question should not be how little we can require. It should be how much we value the children entrusted to us,” she said.

Balancing reform and protection

Siebart acknowledges that programs should evolve and that unnecessary bureaucracy must be addressed. However, she draws a clear line between thoughtful improvement and dismantling safeguards that ensure every child receives a true head start.

“We would never tell a newborn that independence is more important than care. We should not tell a 3‑ or 4‑year‑old that fewer protections are somehow better,” she concluded.
