PROCTORVILLE, Ohio – County leaders took a major step toward expanding local amenities on Friday morning with the announcement of a new 50‑acre park that will be built in phases as funding becomes available. The park, to be named Todd DeGarmo Park in honor of its designer and longtime resident, is intended to serve as a catalyst for economic growth and a showcase of the county’s high quality of life.
Design and Funding
Todd DeGarmo, a Lawrence County native who designed the park, said a former classmate alerted him to the project, prompting a connection with county officials. “The county was completing its master plan for transportation, and so the county already understood the power of thinking big,” DeGarmo explained.
Lawrence County Commission President DeAnna Holliday confirmed that the project will not rely on general tax dollars. “There’s no tax money involved, but we have committed funds that we have secured through past sales, and we have also been able to secure funding through KYOVA District trail money in the amount of $2.4 million to develop walking trails,” she said.
Features and Community Impact
The park will offer a variety of recreational activities, including walking trails, open green space, and a farmers’ market slated for the first phase. The market is expected to open by spring of next year, providing local producers with a venue to reach residents and visitors.
Students from the University of Cincinnati assisted with the design, bringing fresh ideas and technical expertise to the project. Dr. Bill Dingus, Executive Director of the Lawrence County Economic Development Corporation, emphasized the broader benefits: “This will be a wonderful place in Lawrence County, but people haven’t seen for themselves the quality of life we have to offer.”
Economic Outlook
County officials view the park as a key selling point for attracting new businesses. By offering modern recreational amenities, Lawrence County hopes to differentiate itself from neighboring regions and draw investment that creates jobs and expands the tax base.
While the park’s construction will span several years, the phased approach allows the county to align development with available resources, ensuring steady progress without overextending the budget.
Next Steps
County commissioners will continue to monitor funding streams and coordinate with state and regional partners to keep the project on schedule. Community members are encouraged to stay informed through upcoming public meetings where additional details about park amenities and timelines will be shared.
With Todd DeGarmo Park, Lawrence County aims to blend natural beauty, community gathering spaces, and economic opportunity, reinforcing the county’s commitment to a vibrant, family‑focused future.
