Kissimmee city leaders approved a master development agreement on Tuesday that paves the way for a mixed‑use redevelopment at Toho Square. The plan, crafted by the Downtown Kissimmee Community Redevelopment Agency and developer SkyView Kissimmee Hotel Developer LLC, calls for a new hotel, condominiums, retail space and two public parks near the downtown SunRail station.
Project details and phases
The agreement divides the project into two phases. Phase one envisions a five‑story, select‑service hotel with between 100 and 120 rooms. The hotel will be anchored by an approximately 23,000‑square‑foot linear park that includes trees, a walking path and site furnishings for residents and visitors.
Phase two calls for a second five‑story building that will contain 18 to 20 owner‑occupied condominiums, ground‑floor retail space and a pocket park. Both structures will be built at opposite ends of the existing Toho Square parking garage, with the new public spaces linking the two ends. The city will retain ownership of the garage and will establish both reserved and shared parking arrangements for the development.
Financial commitments
Under the agreement, the Downtown Kissimmee Community Redevelopment Agency could provide up to $4.3 million in tax‑increment revenue generated within the redevelopment area. About $1.5 million of that amount is earmarked to reimburse public infrastructure and site work, including park construction, utility upgrades, storm‑water improvements, railroad‑noise mitigation and fee refunds. The remaining $2.8 million would be delivered through the Pioneer Project Incentive Program in annual installments over five years after each phase receives a certificate of occupancy. All payments are subject to annual appropriations and other conditions set forth in the agreement.
Mayor’s perspective
Mayor Jackie Espinosa praised the project as a catalyst for attracting mixed‑use investment near public transit. “The planned hotel, residential units and retail space will create additional opportunities to stay, live and do business downtown, while the new park will provide additional public spaces for residents and visitors,” she said in a statement.
Next steps
The commission selected SkyView in July 2025 after reviewing competing proposals for the property. The project still must undergo site review, design, permitting and property acquisition before construction can begin. The city has not released an expected construction start date or a completion schedule.
Local stakeholders see the development as a chance to boost tourism, expand housing options and enhance the downtown area’s walkability.
