Jim McMullen runs on “knowledge‑first” platform for Kansas State Board of Education District 3

On Nov. 3, voters in southern Johnson County and northern Miami County will decide who will represent them on the Kansas State Board of Education. The ten‑member board sets academic standards for every public school in the state, and District 3 covers the major Johnson County districts of Blue Valley, Olathe, Gardner, Edgerton and Spring Hill.

Candidate background

Jim McMullen, a Republican attorney and business owner from Overland Park, previously served one term on the Blue Valley school board. After losing re‑election, he won the Republican primary in August and now faces Democrat Amy Diediker of Olathe for the seat.

“Knowledge‑first” message

McMullen told Johnson County Post interviewer Kyle Palmer that his campaign’s core message is a return to a “knowledge‑first, academic‑rich environment” that celebrates rigor and challenges students. He argues that for the past three to four decades many schools have expanded their mission beyond core academics, mistaking activity for results. He calls this “mission creep,” suggesting that slogans like “educate the whole child” distract from the fundamental goal of teaching essential knowledge.

Critique of current practices

The candidate singled out several initiatives he labels “stupid educational fads,” including whole‑language instruction, DEI programs, inquiry‑based mathematics, and trauma‑informed discipline. While he opposes a blanket state‑wide ban, McMullen says the board should set clear academic standards that local districts can follow, allowing parents and local boards the freedom to make day‑to‑day decisions.

Board’s role and constitutional basis

McMullen emphasizes that the State Board of Education is constitutionally established under the Kansas Constitution. He believes the board should provide leadership and examples of academic excellence while respecting local control, rather than micromanaging every district.

Explaining declining test scores

When asked about the documented decline in student performance nationwide, McMullen points to cultural changes, especially the rise of smartphones and social media, which he says have reduced reading time among students and adults alike. He notes that Kansas once ranked in the top ten for reading scores but now sits around the 25‑30 range, while neighboring Mississippi improved dramatically after curriculum reforms, despite spending less per pupil.

Funding formula debate

Looking ahead to June 2027, when the current state school‑funding formula expires, McMullen says the new formula should focus on outcomes rather than simply increasing per‑pupil spending. He suggests a balanced approach that rewards schools for academic achievement while preserving local flexibility.
