The project, linked to his firm Affinity Partners, is under investigation by Albania’s special anti-corruption prosecution office, SPAK. The investigation focuses on changes to the protected status of the Vjosa-Narta coastal wetland, an area known for its rich biodiversity, including flamingos and sea turtles.

Environmental and Political Concerns

The controversy began when large fences were erected at the proposed site, sparking protests from local citizens and environmental groups. These groups are concerned about the potential environmental impact and the transparency of the project’s approval process. The protests have escalated, with demonstrators demanding the resignation of Albanian Prime Minister Edi Rama, who confirmed ongoing talks with Kushner regarding the project.

In response to the protests, footage has emerged showing private security guards allegedly assaulting a protester, leading to the revocation of licenses for two security companies. Additionally, 15 protesters have been charged, and the local police chief has been relieved of duties.

Prime Minister Rama has expressed his ambition to make Albania a sought-after tourist destination, with the Kushner project being a key component of this vision. The proposed development includes approximately 10,000 hotel rooms and villas, aiming to boost the local economy and tourism sector.
