Japan Encourages Yen Stablecoins and Crypto ETFs for Asian Markets

In a move to enhance financial innovation across Asia, Japan’s ruling Liberal Democratic Party (LDP) has proposed promoting the use of yen-based stablecoins for settlements. The proposal, submitted to Finance Minister Satsuki Katayama, also calls for the establishment of a legal framework to allow the trading of crypto exchange-traded funds (ETFs). These financial products would enable investors to gain exposure to cryptocurrencies without directly owning or managing the digital assets.

Promoting Financial Innovation

The LDP’s panel on blockchain technology, which submitted the proposal, emphasized the importance of positioning crypto ETFs as an official investment means in Japan’s financial market. Junichi Kanda, a lawmaker on the panel, highlighted the potential for Japan to showcase its blockchain innovations at the upcoming Asian Development Bank’s annual meeting, which Japan will host next year.

Japan’s Financial Services Agency (FSA) has been actively encouraging domestic financial institutions to adopt blockchain technology to streamline operations and foster innovation. In line with these efforts, Japan’s three largest banks, with FSA backing, have announced a joint project to experiment with issuing stablecoins. Additionally, domestic startup JPYC has already begun issuing stablecoins pegged to the yen, marking a significant step in a country where traditional payment methods remain prevalent.

Global Context and Concerns

While stablecoins pegged to the US dollar have gained traction, supported by former President Donald Trump, there are concerns about their potential to facilitate fund movements outside regulated banking systems. Policymakers warn that this could undermine the role of commercial banks in global payment flows. Bank of Japan Deputy Governor Ryozo Himino has called for a comprehensive approach in designing the future global monetary system, considering both central bank digital currencies and stablecoins.
