India to create forum for tech firms to coordinate with foreign regulators, says Finance Minister

At the Global Fintech Forum in Mumbai, Finance Minister Nirmala Sitharaman called for the creation of a dedicated forum that would bring together India’s technology companies to engage foreign governments and regulators in a coordinated way. She said the platform would allow Indian firms to address regulatory concerns before rules harden and barriers are erected, giving them a stronger footing as they expand abroad.

Why a coordinated approach matters

India’s tech sector is increasingly looking beyond its borders, but governments worldwide are drafting new rules for frontier technologies such as advanced artificial intelligence and asset tokenisation. Sitharaman warned that companies can no longer treat foreign regulations as a side issue. “A young startup cannot reasonably be expected to understand, engage with, and negotiate every such system on its own,” she said.

Functions of the proposed forum

The forum would serve several purposes:

  • Facilitate early dialogue with foreign regulators to prevent hard‑line positions.
  • Help Indian firms license and monetize their technology overseas.
  • Support partnership formation and market entry with greater confidence.
  • Identify areas where standards can be made interoperable.
  • Share best practices on data protection and cybersecurity.

Sitharaman noted that while some countries have rules that support innovation, others – intentionally or not – end up blocking new entrants. A coordinated forum could highlight these discrepancies and work toward more consistent, innovation‑friendly standards.

Implications for Indian businesses

By providing a collective voice, the forum aims to level the playing field for startups and established firms alike. It could reduce the administrative burden on individual companies, allowing them to focus on product development rather than navigating a maze of foreign regulations. The initiative also aligns with India’s broader goal of positioning itself as a global hub for technology and digital services.

Government’s next steps

The finance ministry plans to consult with industry leaders, trade bodies, and legal experts to flesh out the forum’s structure and governance. Sitharaman emphasized that the platform will be built in partnership with the private sector, ensuring that it reflects the real‑world challenges faced by Indian tech firms.

As India continues to push for greater participation in the global digital economy, the proposed forum could become a key tool for protecting domestic innovation while fostering international collaboration.
