Idaho teachers’ union faces staff cuts after lawsuit loss and new dues law

Idaho teachers are hearing news that the state’s largest teachers’ union, the Idaho Education Association (IEA), will cut roughly 13% of its staff. Four organizer positions are being eliminated, all five regional offices will close, and the annual Summer Institute will be scaled back.

Budget pressures stem from lawsuit and new law

The union’s financial strain began when it was ordered to pay $70,000 to reimburse state taxpayer expenses tied to a lawsuit the IEA filed against an education‑choice program. The case was dismissed unanimously in February, leaving the union to shoulder the cost.

Compounding the issue, Idaho’s House Bill 516 took effect this year. The law bars school districts from using taxpayer‑funded payroll systems to collect union dues and requires unions to reimburse districts for any employee time spent on union activities. Lawmakers and the public were told that taxpayers were not subsidizing the union, but the new requirements have added administrative burdens.

Union response and future outlook

IEA officials acknowledge that HB 516 has made their operating environment more difficult, citing the loss of district‑processed dues as a factor in the recent staff reductions. The union argues that teachers remain free to join and that collective bargaining is still legal; however, they now must rely on voluntary dues payments directly from educators.

According to reports, Idaho school districts previously processed about $4.4 million in union dues each year for more than 5,000 educators. With the new law, that processing no longer occurs, shifting the responsibility to individual teachers.

Calls for accountability

Critics of the IEA suggest that teachers should evaluate whether their dues are being used effectively. They point to the unsuccessful lawsuit against an education‑choice program and the union’s reliance on taxpayer‑supported administrative functions as areas of concern. Supporters of the union note that teachers still have the right to organize, associate and allocate their money as they see fit. They contend that if the IEA can demonstrate clear value to its members, voluntary dues will sustain the organization without the need for costly legal battles or reliance on public payroll systems.
