Houston launches three Inner Loop projects to boost pedestrian safety

Houston officials are moving forward with three major transportation improvements focused on pedestrian safety within the Inner Loop. The projects, approved by the City Council this summer, target busy corridors in the Heights, River Oaks and Montrose, offering residents safer ways to cross streets, travel on sidewalks and reach local schools.

Ella Boulevard HAWK signal

At the intersection of Ella Boulevard and either West 22nd Street or West 23rd Street, the city will install a pedestrian hybrid beacon, commonly called a HAWK signal. This traffic‑control device flashes a steady yellow light and then a solid red light for vehicles, giving pedestrians a clear window to cross high‑speed roads safely. The City Council approved the agreement with the Memorial‑Heights Redevelopment Authority on July 29, and construction is slated to begin in early 2027. The $157,500 project is funded jointly by the city of Houston and the MHRA.

West 15th Street bridge rehabilitation

Houston’s Department of Transportation will replace or rehabilitate the bridge spanning West 15th Street between Beall Street and Dian Street. The work is part of the Texas Department of Transportation’s Off‑System Bridge Program, which allocates funds for bridges not on the state highway system. The City Council gave the green light on July 21, and the $726,000 improvement will be carried out by TxDOT. A timeline has not yet been set, but the project promises a more reliable crossing for drivers, cyclists and pedestrians alike.

Montrose Safe Routes to School

The Montrose Tax Increment Reinvestment Zone (TIRZ) board is reconstructing and widening 4.5 miles of sidewalks that serve three neighborhood schools. The effort, known as the Montrose Safe Routes to School project, will make walking and biking to school safer for students and parents. HR Green submitted a construction‑services proposal in early August, and the project is expected to break ground by the end of the year, with completion targeted for August 2027. Funding totals $8.9 million, sourced from the Houston‑Gulf Coast Authority (H‑GAC) and the Montrose TIRZ.
