Houston City Council Approves $31.8M for New BARC Animal Adoption Center

The Houston City Council has taken a significant step forward in addressing the needs of the city’s animal shelter system by unanimously approving a $31.8 million design-build contract for a new BARC animal adoption center. This new facility will be located at 105 Sabine St. and is designed to accommodate up to 120 animals within its 25,000 square feet.

Enhancements to Current Facilities

In addition to the new center, the funding will also support improvements to BARC’s existing campus. These enhancements include renovating the dome, conducting roof repairs, making exterior improvements, reconfiguring the interior, and updating security, IT, mechanical, electrical, and plumbing systems. A warehouse replacement is also part of the plan.

Community and Collaboration

Council member Mario Castillo highlighted the importance of this development as a “positive step in the right direction” and emphasized the need for further collaboration with local agencies like Harris County. He noted the confusion faced by residents when animals are taken to the county shelter but are then redirected to BARC, resulting in pets ending up in Melrose Park. Castillo stressed the need to address this issue for the benefit of the community.

Future Steps

The project is part of a broader initiative that began with a $47 million bond approved by voters in 2022. With the site now selected, the project will move forward with the demolition of existing structures and proposed site improvements, including parking, underground detention systems, and landscaping. However, a specific timeline for the start of these improvements or the move to the new facility has not yet been announced.
