House Passes Third War Powers Vote, but President Trump Vows to Finish Iran Mission

Washington — In a decisive show of congressional concern, the House voted 220‑204 on Tuesday to pass a war‑powers resolution that would require President Trump’s administration to obtain explicit congressional approval before continuing military actions against Iran. The vote marks the third such effort this year, with a handful of Republicans joining the majority of Democrats.

Congressional Rationale

Economic Impact

The Congressional Budget Office reported that the Iran operation has cost more than $38 billion as of Aug. 1 and is projected to run $2‑$3 billion per month, depending on combat intensity. The agency also projected that inflation could be 0.5 percentage points higher heading into 2027 because of the conflict.

Consumers are already feeling the pinch. Gas prices at the pump have risen sharply as the war disrupts oil flow through the Strait of Hormuz, a vital chokepoint for global energy supplies.

Public Opinion

An AP‑NORC poll conducted in July found that a majority of Americans believe the war in Iran has not been worth fighting. The poll, which surveyed a balanced sample of likely voters, did not show a clear upward or downward trend in support for the conflict.

Legislative Outlook

The House vote is likely the final congressional attempt before the midterm elections, where the Iran conflict is expected to play a substantial role in campaign messaging. While the Senate previously approved a similar resolution, Republican senators reversed course after a closed‑door meeting with the president.

House Speaker Mike Johnson acknowledged the need to bring gas prices down but also said the conflict is entering a “new phase” as allies step up to stabilize the region. He quoted the president, noting that “as soon as gas prices go down again, the cost of groceries will as well.” Johnson added, “I’d love it to happen today,” reflecting the administration’s confidence that the mission will soon achieve its objectives.

What Comes Next?

None of the resolutions have reached the president’s desk, and Trump is expected to veto any measure that would limit his authority. With less than 50 days before the November elections, both parties are positioning their narratives: Democrats emphasizing congressional oversight, and the Trump administration highlighting the operation’s role in protecting American security and lowering living‑cost pressures.
