House Passes Bipartisan Russia Sanctions Bill and AI Data‑Center Energy Measure

Let him go after targets, but not diesel fuel, because he’s causing a shortage of diesel,” the president said.

AI data‑center energy costs addressed

The second bill, called the Ratepayer Protection Act, targets the rapidly expanding network of AI data centers that consume large amounts of electricity. The legislation would require state utility regulators to consider adopting a standard that obligates utilities to charge data centers for the full cost of power and any necessary transmission upgrades, preventing those expenses from being shifted onto ordinary consumers.

Supporters argue that the measure protects ratepayers while ensuring that the burgeoning AI industry contributes fairly to the grid it relies on. The bill now moves to the Senate for further debate.

Public concern over data‑center impact

A new poll from the Associated Press‑NORC Center for Public Affairs Research and the Energy Policy Institute at the University of Chicago shows that nearly two‑thirds of Americans are “extremely” or “very” concerned about the impact of data centers on energy prices. Concern about artificial‑intelligence‑related environmental effects rose to 53% from 41% a year earlier, indicating growing public awareness of the issue.

House recess and upcoming agenda

Following the votes, House Speaker Mike Johnson adjourned the chamber for a seven‑week recess, delaying a potential impeachment vote on Defense Secretary Pete Hegseth until after the midterms. The timing underscores the leadership’s focus on advancing key policy priorities before the electoral calendar intensifies.
