Honolulu Mayor Pursues Giant Pandas for City Zoo

Honolulu Mayor Rick Blangiardi returned from a ten‑day, $30,000 trip to China with a clear goal: bring a pair of giant pandas to the Honolulu Zoo. Accompanied by his wife, a Beijing native, the mayor met high‑ranking Chinese officials in three cities, including a visit to Fuzhou Panda World and a traditional meal, before returning to Hawaii to begin the formal loan process.

Diplomacy Meets Zoo Planning

The effort has turned into a diplomatic undertaking that will ultimately require approval from Chinese President Xi Jinping. If successful, Honolulu would join an exclusive group of U.S. zoos that host pandas, a partnership that typically carries an annual fee of at least $1 million and strict conditions, such as ensuring the animals are cared for according to Chinese standards and that no political red lines are crossed.

Zoo Director John Berry believes the pandas could dramatically increase visitation. “We currently see over 500,000 guests a year,” Berry said. “A pair of pandas could easily triple that number, allowing us to reinvest in the zoo and improve facilities for all animals.”

Economic and Cultural Benefits

Beyond the expected boost in ticket sales, the pandas would serve as cultural ambassadors, strengthening ties between Hawaii and China. Berry noted that past panda arrivals, such as the 2005 cub at the National Zoo in Washington, D.C., attracted cabinet‑level officials and high‑profile diplomatic attention.

Mayor Blangiardi has already written to President Xi to formalize the request. He declined a formal interview with local media about the trip, but public records show his itinerary and the photos he took while in China.

Challenges and Next Steps

The loan process is rigorous. After an initial application, the Chinese side typically asks follow‑up questions before the request reaches President Xi for final approval. Berry likened it to “applying to your landlord” – a series of questionnaires that must be answered satisfactorily.

Success also depends on broader U.S.–China relations. While the Trump administration has emphasized strong, principled foreign policy, the mayor’s team is working to demonstrate that Honolulu can meet the animal‑care standards required by China.

What This Means for Honolulu Residents

If the pandas arrive, the zoo could become a marquee attraction for both locals and tourists, potentially generating additional revenue for the city’s tourism sector. The partnership would also provide educational opportunities about wildlife conservation and international cooperation.

For now, the city remains in the “leaning yes” phase of negotiations. Residents can expect updates as the mayor’s office continues to navigate the diplomatic and logistical steps required to bring the beloved bears to Hawaii.
