CASPER, WY — Hilltop Bank announced that all of its Wyoming branches have resumed normal operations except for the Cheyenne Prairie location, which remains closed while technical teams complete recovery work after a cyber‑security breach that began on Sept. 8.
Branch reopenings and limited services
Bank spokesperson Bill Salvin told Oil City News that the remaining branches are back in business after intensive weekend repairs. While the Cheyenne Prairie branch is still offline, no timeline has been given for its reopening.
Salvin emphasized that the bank has found no evidence of customer account compromise and that all deposits are secure. In‑person services are currently limited to direct deposits, withdrawals, cashing Hilltop‑originated checks and limited cash back on non‑Hilltop checks. The bank’s temporary website, launched last week, provides up‑to‑date information for customers.
Scam warning
Salvin also warned that scammers are spoofing the bank’s customer‑service number (307‑265‑2740). He urged customers not to share personal information with callers claiming to represent Hilltop Bank. “Hilltop employees cannot and will not make outgoing calls from that number,” he said. “If customers see that number, our advice is not to answer the call.”
Response from the Wyoming Bankers Association
The Wyoming Bankers Association (WBA) released a statement on Monday, reassuring the public that financial institutions operate under strict regulatory safeguards and contingency plans designed to protect consumers and the broader financial system. WBA official Scott Meier asked community members to give the bank time to finish its technical assessment, noting, “Wyoming community banks are part of the communities they serve, and they understand the importance of protecting the people, businesses and relationships that depend on them. Customers deserve care, clarity, and a responsible response.”
Details of the breach
The network disruption was first detected on Sept. 8 when bank personnel noticed degradation in IT infrastructure. To isolate the issue and protect data, Hilltop Bank took its online banking, mobile apps and phone systems offline early on Sept. 9. Select branches reopened with limited transaction capabilities on Sept. 10.
When asked about the nature of the breach—whether it involved malware, phishing or another method—Salvin said the bank will not disclose specifics until the investigation is complete.
