Hartford police are urging city and state leaders to address a staffing shortfall that they say hampers effective policing in a nightlife district that has become increasingly difficult to manage.
Weekend shooting sparks concern
At approximately 1:40 a.m. on Sunday, a gunfire incident occurred in the 700 block of Wethersfield Avenue. Police identified the victim who died as 31‑year‑old Joseph Texidor of Newington. Four additional people were injured: three men in their 20s and 30s and an adult woman. Police estimate that more than 100 people were present in the area when officers arrived.
Lt. Aaron Boisvert described the location as a convergence of multiple bars, nightclubs, a park, and street‑racing activity, which together create a challenging environment for law‑enforcement. “There are so many bars in Hartford, and so many of us,” Boisvert said. “We police the bars best we can. We will be at one, there will be a disturbance at the next one, we will move to that one. We play this game every weekend.”
Police union warns of a tipping point
The Hartford Police Union says officers are operating at a “tipping point,” with no surplus personnel to maintain a consistent presence. Union president James Rutkauski stated, “Even if that enforcement started tomorrow, we’re approaching a tipping point on staffing. Our members are covering this activity with numbers that leave no margin. Presence is what prevents a crowd of a hundred people from becoming a homicide scene, and presence takes officers.”
Union leaders are calling for additional resources, including more officers and support for permitting, licensing, and enforcement efforts.
City and state response
City officials confirmed they are working with Hartford police and code‑enforcement staff to improve safety and hold non‑compliant establishments accountable. In a statement, the City of Hartford expressed heartbreak over the “senseless act of violence” and pledged to keep the public updated as details emerge.
The Department of Consumer Protection, which oversees liquor licenses, said Commissioner Bryan T. Cafferelli is in close communication with police and city leadership. “DCP is committed as always to supporting local police and city officials in their investigation, providing support for future enforcement initiatives, and prioritizing public health and safety,” Cafferelli said.
Investigation continues
Police have not linked the shooting to any specific business, but investigators are pursuing all leads, including possible involvement by bar patrons or street racers. “We are going to find out what the root of this shooting is, whether it was a bar, whether it was street racers, whatever it was,” Boisvert said.
