Gov. Abbott Orders State Board to Draft Three‑Year Bachelor’s Degree Pathways

In a move aimed at easing the financial burden on families and speeding entry into high‑wage occupations, Governor Greg Abbott instructed the Texas Higher Education Coordinating Board (THECB) on Wednesday to create a statewide framework for three‑year bachelor’s degree pathways in selected fields.

The governor’s order does not instantly create accelerated programs at Texas colleges or universities. Instead, it calls for a working group—comprised of representatives from public higher‑education institutions, employers, accrediting agencies, faculty leaders, and other stakeholders—to develop recommendations and a proposed framework. THECB must deliver its report to the governor’s office by Dec. 31.

Abbott emphasized that “Texas students deserve the option to receive a degree in a high‑demand, high‑wage field in less time.” Texas Higher Education Commissioner Wynn Rosser echoed the sentiment, noting that motivated students could enter the workforce a year earlier, reduce tuition costs, and help meet the state’s growing workforce demand.

The proposal aligns with a broader strategic plan the agency has been working on for fiscal years 2027‑2031. That plan already references a Senate Bill 37‑created committee exploring ways to streamline general‑education curricula, potentially allowing “high‑quality, 90‑hour bachelor’s degree pathways in selected fields.” The new working group will decide whether that model—or another structure—should form the basis of the statewide framework.

Recent polling shows increasing skepticism among Texans about the value of a traditional four‑year degree. A 2025 national poll cited by The Dallas Express found that 63% of registered voters believed a four‑year degree was not worth the cost, with only 46% of degree‑holders saying their credential justified the expense—a decline from 63% in 2013. Families are therefore looking for more affordable, career‑focused education options.

Accelerated three‑year programs could preserve the bachelor’s‑degree credential while trimming the time and money required to earn it. The initiative would complement existing state efforts such as Texas Direct, which streamlines transfer from public two‑year colleges to four‑year institutions, and other measures aimed at reducing unnecessary coursework.

Abbott indicated he will work with the Texas Legislature during its next session to codify the accelerated pathway, though the current directive does not specify which colleges, degree programs, credit‑hour requirements, tuition rates, admission standards, or implementation dates will apply.
